State-owned commercial bank(SCB) is critically important to the national economy. Confronted with challenges from entering into WTO entrance and knowledge economy, SCB should reform current wages distribution system to attract and keep top employee. Wages distribution system is the prime motive for employee initiative and creativity as well as other reforms. The 15th congress of Communist Party of China(CPC) brought out a new theory which mainly depends on labor-based distribution and in the meantime combines labor-based distribution and factor-based distribution. The fourth plenary session of CPC's central committee proposed guideline that enterprise could determine wages level according to local social average wages and its own profitability, and that several distribution means dominated by labor-based distribution would be conducted to construct effective incentive mechanism, the meeting also advocated a new task of building income distribution system compatible with modern corporation system. After the theory and guideline with objective of distribution is made clear, it is then an important link how to design wages distribution scheme. A well-designed wages distribution system suitable for market economy as well as enterprise reality is of great importance to accelerate SCB reform, to join the WTO, and to build modern corporation system.This paper starts with the challenge from WTO entrance and knowledge economy, the faults of current wages distribution system, along with law and policy evidence for reform, analyzes the basic guidelines in reforming wages distribution system, and studies the more reasonable wages distribution program in China and overseas. Then this paper goes on to design a wages distribution system fit for market economy and SCB reality, and briefly explains the accompanying measures.This paper falls into three parts:In preface the author introduces the background, research method and research progress.The first part deals with the importance of reforming wages distribution system. The challenge from WTO entrance and knowledge economy, the shortcomings in current wages distribution system of SCB, the law and policy evidence for reform tell aloud the necessity of SCB reform in wages distribution system.The second part goes with reform scheme. After the reform's objective and general cause, this part researches the basic guideline and five important points in wages reform, explores wages point scheme and the distribution method according to production factors such as management and technology, in the end some related measures are delivered.All in all this paper is based on the author's working practice in SCB, and takes into account advanced experience from home and abroad to brings up the reform program in time. The author believes this paper is of strong reference meaning to SCB reform in wages distribution along with other enterprises and units.
