The fundamental goal of constructing a socialist market economy is to establish a lawful market economy. The core of modem economy is finance which has permeated all fields of social Life. Financial system has become vital part of market economy and main channel of marketing resource contribution.Therefore the work of financial legislature plays important role in promoting the order of financial fields, stabilizing its healthy development, pushing economic development in China. The work of financial legislature is rather lagging behind.
