By means of total invesgation to the performance of the construction industyof shaanxi province, we find, after more than ten years' reform, many problems stillunsolved including low profit, fow efficency, large loss of the construction industryand poor operating of large and medium-sized firms.This article set the creative discussion on the strategic management model ofShaanxi construction companies to analyze the reason of those problems. In the firstplace, the author promoted the process model, structure levels and implementaryplans in companies according to the theory of strategic management. Secondly,combining with the actuality of Shaanxi contruction business, a plan from threelevels of combinaive strategy, operational strategy and functional strategy was putforward. Some measures on strategic corporation reconstruction, organizationstructure, corporation culture and human resource management and devlopment.Implementation of these measures will be much helpful to the construction businessin solving present problems and accelerating the optimal development in order toimprove the competitive ablity in the 21st century.
