Zhejiang Province known for its small-scale suburban-based manufacturing of light-industrial consumer products, we find there are some special commerce models for the booming small business aggregations. Small businesses have become an importance force of the economy of Zhejiang Province. Small-small business aggregation is the main character of "the Zhejiang model" This model is the important growth model of small businesses of Zhejiang province. There are two defects in this growth model, which depends on special market: one is that the division among small businesses in the aggregation is insufficient, that means small business manufacturing all parts of product. Therefore the competence is disorder. Another is the special markets are easy for copy by neighboring provinces and areas, which makes the transact grosses decline. Thus the growth of small businesses is restricted. Now it is an urgent task that we must innovate "the Zhejiang model" for the further growth of small businesses. In this paper, Symbiosis theory is used the first time to describe the behaviors among the small businesses in aggregations of Zhejiang. And it points that "the Zhejiang model"consists chiefly of small-small businesses. According to the reality of Zhejiang, the model of the small-small businesses symbiosis should be extended to the model of small-large businesses symbiosis, which includes small business aggregation in vertical organization structure, small business aggregation attached to business group organization system and "clicks-and-mortar"small business aggregation.
