The human resource is the most active and positive initiative element of production. It has a productive effect on the economy. It is the main force for accumulating and creating capitals, exploring and utilizing the natural resources, promoting and developing the national economy as well as pushing forward the transformation of the society.With the development of science and technology and with the coming of the Economy Age, Knowledge plays a more and more important role in pushing forward the economy. In view of the tremendous effect that personnel of high quality produces in competition, which is becoming increasingly obvious, the leading group of more and more enterprises is paying close attention to the human resource.However, the human resource management in Chinese enterprises still lags behind. Many enterprises merely have a very vague idea of what the Human Resource Management means. They don't even have a separate Human Resource Section, which prevents them from adapting to the drastic competition in the market following the reform of the state-owned enterprises. Therefore, it has become an urgent matter currently in the reform of enterprises to standardize the Human Resource Management.Dalian Real Estate Development Groups is a large state-owned enterprise with the development of the real estate as its supporting business. Responding to the requirements from the government about carrying out the work of establishing modem enterprise system, the Dalian Real Estate Development Groups is now engaged in the reform of the enterprise and the establishment of the system, faced with the problem of how to transform the traditional personnel management to the standardized Human Resource Management. "Conception of the Human Resource Management in Dalian Real Estate Development Groups"is based on the theoretical definition of the modem Human Resource Management, on its development, function and mode of management as well as relevant knowledge. The thesis combines the theory with the current situation of the enterprise and makes analytical research. Through on-the-spot investigation together with systematical analysis and synthesizing, the thesis puts forward the conception on the Human Resource Management in accord with the real situation of the enterprise. It also provides the measures which make the enterprise to take the first step in the Human Resource Management and which serve for the development strategy of Dalian Real Estate Development Groups at the turning point of the century.
