In the course of development of Chinese finance reform and entry to WTO (World Trade Organization), the sate wned commercial banks of China face serious opportunity and challenge. During this course, the rising non erforming loans restricts Chinese finance system development. How to improve the quality of state wned commercial banks assets to stabilize Chinese finance system is an important issue to state wned commercial banks. This article starts from definition of non erforming loans and the current state of non erfoming loans of Chinese state wned commercial banks, analyzing the outer and iner reasons from state policy ,enterprise and bank , pointing out its effect on the bank. Also the article gives us the measures in details how to manage and control their non erforming loans in the angle of economic reform , finance reform, enterprise reform and entry to WTO, so as to improve the assets quality and efficiency of state wened commercial banks and reinforce their competing ability to confront the opportuinity and chanllege of the entry to WTO.
