Chongqing City, The Industrial Structure Adjustment And Optimization Problems

This paper is focused on the analysis on the status quo of the industrial structure of ChongQing and its adjustment & optimi~,ation under such background: Chinese Western-development strategy is carried forward step by step, China is at the entrance to WTO.lt gives a positive analysis on industrial structure抯 status quo and its main troubles which prevent it from shifting into a highier level. The dominent industries and the adjustment & ? optimization?orientation is given by a positive way. As a conclusion,the policy suggestions and correspond measures are also given at the end. Chapter 3-5 gives analysis on the status quo of the industrial structure. The main conclusions are that:(I)Chongqing抯 industrial structure is better than Western-Area on average.lts structure level corresponds to industrialization speed-up era in the economy development history of developed couritries.among the 11 main industries,8 belongs to secondary industry,which is composed of physical-product branches mainly,the industries which supply physical-product and services to other industries as intermediary needs is dominent in all the industrial system.This is the typical character of industrialization.(seen in chapter 3).(2)The industrial structure抯 quality is analysed in chapter 4 by Shift-Share Mathod (SSM).This analysis shows that primary industry抯 structural-benefit and its competitive ability is bad,while secondary industry is better than primary one.generally speaking,tertiary industry is the best as a whole.The area distribution of industry is seen in chapter 4,too.Tertiary industry locates in key cities mainly,secondaiy industry is located in setellite town such as WanZhou and FuLing,while primary industry locates in hinterland mainly.We can see that the fluctuation of ChongQing抯 economy is caused by industries? unbalanced development in chapter 4.(3)An Analytic-Successive-l-lierarchy-Prosess used to analyse the whole industry system is seen in chapter 4.This analysis shows that finance and insurance industry, coal exploitation industry,oil and natural g~s exploitation industry,which belongs to the first gradation are the pushing industries in all the industry system;mental mining industry,construct indusry and other 4 industries in the fifth and sixth gradation are dragging industries;while chemical industry,agriculture,textile industry,facilities for transport & communication manufacturing industry and other II industries have pushing power as well as dragging power,they maybe the bottle-neck industries.(4)Chapter 5 gives a specialization & synthetical development analysis on the whole industy systemThe conclusion is that primary industry does not develop in a specialized way;secondary industry抯 specializational level is higher.but the constructure industry抯 is something lower.while tertiary industry is the highest,the real estate industry,social service industry ,conimerce,finace & insurance industry , scientific research & ? synthetical technology service industry among which are at highest speciaiizationa] development level while geological prospecting & water conservancy management industry. trafffic & communication industry and other 2 are the lowest specializational development level industrics.As a whole.ChongQing抯 industry system does not develop in a synthetical way,while the industries belongs to tertiary industry develop synthetically compared with Western area on average.
