The problem is how to improve the management level and percentage of utilization of kinds resource to survival and development. This thesis analyzes the defects of Project management in SGAA, both traditional construction project and the activities that have the project characteristics. Then I pose suggest a new management mode, Management by Projects. Use the method and the technology of Project Management on the all projects in the organization includes organization structure, planning management, human resource management, quality control, risk management and so on. However, as the world experienced dramatic changes, in the competitive iii SoS environment, in technology, in complexity, it became clear that classic production management would not suitable for the further development. SGAA has more and more jobs and operations managed as the project and achieved well results. Management By Projects help SGAA success not only in cost, scope and schedule of projects, but also to coordinate the business procedure, to make most effective use of people involved with the project, more cohesion within the organization, and more effective operations. Today, project management is business management, It gives SGAA a chance to develop it抯 strategy programming.
