Environmental problem is one of the focal problems that human being concerns. Although the global environment is still deteriorating day by day, the field of ozone layer protection has been very successful. The purpose of this thesis is to analyze successful reasons of the ozone layer protection by researching treaties this field. So, other environmental protection fields can benefit from these reasons. The treaty system of ozone layer protection is made up of Vienna Convention for Protection of the Ozone Layer, Montreal Protocol on Substances Depleting the Ozone Layer and five amendments of Montreal Protocol. Because Vienna Covenant is only a frame treaty and does not include specific rights and obligations of contracting parties, the focus of this thesis is to discuss Montreal Protocol and implementation of Montreal Protocol.This thesis consists of five chapters. The first chapter introduces the related treaties of the field of the ozone layer protection. Last four chapters are the main body of this thesis and exhaustively discuss implementation of Montreal Protocol on international level and national level. Among these chapters, the second chapter, the third chapter and the fourth chapter discuss implementation system of Montreal Protocol on international level. The system includes data reporting system, non-compliance procedure, some institutes and organizations that taking part in the implementation of Montreal Protocol. The fifth chapter discusses implementation practice of both developed countries and developing countries.
