On China's Government Procurement System And Implementation

Government procurement is one important part of reforms of finance expenditure management. Facing with stress of entering WTO and demandof establishing the institution of public finance, our state is groping for the way that we can set up the institution of government procurement that is fit for the situation of our country.This article is pointed to the demand and trend, and discusses how to set up and promote our institution of government procurement in theory and practice.The whole article consists of five chapters. The first chapter introduces concepts, background knowledge and theoretical significance about government procurement, to make the readers know the government procurement in a way; the second chapter introduces the experience of developed market country in establishing and implementing the institution of government procurement; the third chapter discusses the reasons why our country should carry the government procurement into effect; the forth chapter discusses the problems that was existed in the process of implementing the government procurement, and introduces some experience of U.S.A. during the implementing of government procurement; the fifth chapter brings fon.vard the suggestions and policies about how to establishand perfect our institution of government procurement in theory and practice.In fact, establishing and perfecting the institution of government needs us not only to learn from the experience of developed market countries, but also to use the experience from other countries flexibly and combine them with the situation of our country, to develop our own theories that are fit for our country and put them into effect. Moreover, the better important thing is that we must accumulate the experience from the practice during the implementing process and in final set up the institution of government procurement that is fit for practical situation of our state. Also this article is just about the aspect, not only focusing on the grope in theory, but also placing the emphasis on summarizing the practical experience and putting forward new viewpoints.
