From the year 1997 to 2000, the nation-wide farmers' income has heen decreasing continuously for four years. It's well-Rnown that the problems of agricultural development, agricultural economy and the peasants' income has become one of the fundamental reasons to restrict the rapid advance of our country's economy. How to fatten the peasants' wallets in an efficient way so to push forward the domestic needs and to meet the challenge of WTO to our agriculture? The author chooses this topic for this article with much consideration.At present, the government departments and academic fields are discussing the topic in a wide range and depth, but their discussion mainly focus on the parts that consisting of the peasants' income and the relationship among the increasing and decreasing. Thus forms the ideas of how to improve it. The author thinks although their measures and the advice play an active role in solving the problem, it still doesn't touch the basic reason of it. The article is trying to discuss the very reasons that serve.There are five parts in the article. At the beginning, the author puts forward the ideas as following: Theoretically speaking, reducing the farming population and fatten the peasants' wallet should be a must in the development of the country's industrialization. Realistically speaking, raising the peasants' income is a key to boost the domestic needs. The author analyses the factors that varies in the average income of the rural inhabitants and the related restrictions and stated that it is necessary and pressing to increase the peasants' income. The author details that there are two reasons to restrict the rapid advance of peasants' income: one is that the level of urbanization is low, the second is that the current farmlandrights system is out-of-date.The fourth part is blazing new trails: The author points out the key to solve the peasants' income problem is not only to pursue the miniaturization of the town and to privatize the peasants' farmland, but also need to blaze new trails in the farmland rights system on the basis of developing the metropolis and urban center, in order to be of convincing effect, some feasibility suggestions and countermeasures are stated in the fifth part.
