The New Orientation Of The E-government - Government Reform

With the development of network and information technology , it becomes the same goal of all state governments to carry forward the office automation and electronicalization of government departments. The governments need to be efficient and incorruptible, and to publicalize the administrative affairs. The best way to reach this goal is to establish and improve the electronicalized government, which is symbolized by the government's going on internet. Such a government also provides a new possible space for the charge of administrative power, administrative system and even for the growth of Chinese democratic politics. However, during the course of government electronicalization, there still exist mang problems .For example, the information transmission on line is too free, which may cause the crisis of decocratic politics. It is technologically harder to erect a good government image. Due to the lack of network security knowledge and the purposes of an on-line government, the government electronicalization is restrained. Network economy not only provides the government with an unparalleled progressing space and an advanced manaagement method but also put forwards a sterb challenge . How to take the government responsibility in the network society has become the key point to the academic fields and state government.This paper has adopted several scientifically studying analysing and reasoning methods to illustrate the features, back ground, purposes, restrcting and founding conditions, and the reforms of the electronicalized government. The challenges and responsibilities of the government in the network economy have also been emphasized . How to plan the network construction, and how to improve computer administration are all included in this paper, aiming at offering valuable proposals and suggestions for the government to meet the future demands and to show a completely new government image to the public .
