Urban And Rural Employment Research

The unifactorial employment between urban areas and rural areas is a policy which is to accelerate the transference of labor force from rural areas to urban areas and the urbanization. It can unify the labor force markets of urban areas and rural areas by eliminating the obstacles which keep labor force from transferring.At first, this thesis reviews the theories of transference of labor force and segmentation of labor force markets and the researches about the segmentation of labor force markets and the unifactorial employment between urban areas and rural areas in our country. And then it comes up with the idea of realizing die unifactorial employment between urban areas and rural areas in our country in according to three steps as follows:First, the partition of labor force markets between urban areas and rural areas should be eliminated partly. Second, the partition of labor force markets between local areas and other areas should be eliminated. Third, the unification of all labor force markets in our country can come true at last.Because of that the researches into the second and third steps depend on the first, this thesis studies die first step mainly. The study focuses on the cases in Naihai city and draws three conclusions as follows:First, the unifactorial employment between urban areas and rural areas is a reform which can increase the total welfare of society, especially in the long run. So it benefits the development of the long-term economy at a steady and harmonious pace.5 5Second, the unifactorial employment between urban areas and rural areas will touch on the benefits of many aspects. There will be an adjustment course of benefits of government, enterprises and the labor force in urban areas and rural areas. In the short run, it will do harm to the social welfare partly, but the social welfare will go up in the future.Third, the unifactorial employment between urban areas and rural areas bases on the institution reforms of registered permanent residence, employment, social guarantee and land. At first the institutions which obstruct the free transference of labor force should be abolished. And then the measures, which improve the environments of employment and living for rural labor force who transfers from rural areas to urban areas, should be put in practice.Finally, this thesis brings forward ideas for caning out the second and third steps.
