Anarchy is the permanent feature of the international relation, so the core of national foreign policies is to protect national interests. Perception of threat is the most important factor in formulating the national security policy. It is very difficult to be certain of another's intention in the anarchy world, so nations often respond the potential threat with military deterrence, which will cause others' similar reactions, and they will fall into security dilemmas with the result of spiral military competition.After the end of the cold war, the united states made a decision to research and deploy the Ballistic Missile Defense (BMD) regardless of most countries' opposition. Theatre Missile Defense (TMD), the most important part of the BMD, will be first deployed in East Asia, this causes different reactions from east Asian countries. Related countries are at risk of security dilemma because of TMD.TMD deployed in East Asia will be a serious threat to China's national security. If Taiwan is included in TMD, it will place a great negative effect on Sino-U.S. security relation. It is impossible for China to find a satisfied way to deal with TMD under the traditional security perception. New security perception at the core of mutual trust and equality will provide a comprehensive strategy to meet the TMD's challenge on Sino-U.S. security relation.
