The female population is indispensable for the existence and development of human society, whose existence is one of the important measures of the human civilization. In the traditional society of China, the life style based on agriculture caused women's subordinate status. The concepts that males and females should be treated differently and males were senior and females were junior not only were confirmed by law, but also became an important part in Chinese cultural psychology. In the last years of the Ching Dynasty, because of the unprecedented predicament brought about by the Western's invasion, the question of women was raised which gave rise to a protracted, tortuous women's movement. The paper selects LU Bi-cheng, who was a famous feminist at that time but has been ignored for a long time, and analyses particularly her feminism ideas and practice from the viewpoint of history, education, literature, etc. "Equality of men and women" as the starting point, the theory of women's education as the key content, she put forward a lot of systematic and profound position, which not only deal with correctly the relation between "saving the nation " and "equality of men and women", but also have profound and moderate characters. The position is important in the history of the development of Chinese women's movement for its progressiveness and feasibility. Furthermore, she earnestly practiced what she advocated .For example, she took part in founding the first women's school supported by government and became the first woman who charged school. She also embodied new women's characters in her literary creation as well as in her daily life. Appraising her ideas and practice can help us knew better the almost forgotten feminist, and deepen our cognition of the complexity and diversity of the modern Chinese women's movement.
