Our country's civil service administrative system is a system formulating the legal standards, which provides scientific administration for those who are in charge of our country's power structure and the duties in our country's government offices. It is a complete, scientific, modern and lawful administrative system. The establishment and enforcement of our country's civil servant administrative system is one of the great reforms of our country's cadres personnel administrative system, is one of the important parts of our country's political system reform.The article is consist of the preface, the formation of our country's civil servant administrative system, uie present status of our country's civil servant administrative system, main problems existing in the present civil servant administrative system, measures to better the present civil servant administrative system, and conclusion.In the first part of the article, the author introduced the formation of our country's civil servant administrative system. The predecessor of our country's present civil servant administrative system is the "Government Administrative Employees' Regulations" in 1985. From 1987 to 1989, our country changed a lot to the "Government Administrative Employees' Regulations", and changed the name into "Civil Servant Provisional Administrative Regulations". The present "Civil Servant Provisional Administrative Regulations" was formulated and passed on the 8th National Congress 1st meeting and the State Council's 2nd standing meeting, the regulation was carried out since Oct 1, 1993.In the second part of this article, the author introduced the present status of our country's civil servant administrative system. The methods of entrance of the system in our countryare appointing through examinations, calling in, selecting and appointing. During the period the civil servants working for the government, our country has a complete system of training, monitoring, accusing etc. About the exit administration of the civil servants, our country has quitting, firing and retiring etc.In the third and fourth part of the article, the author described many problems existing in the present civil servant administrative system and gave out many measurements to better the system. At present, there are many limits in the entrance examination qualifications of our country's civil servant administrative system, the quality of the training teachers are not very high, our country hasn't invested sufficient fund in their training, we haven't a strict supervision system to it etc. Aiming at these problems, we need to release the examination qualification of the civil servants. We need to instruct the civil servants to broaden the horizon, complete the legality system, strengthening the supervision system, it is forbidden for our country to fire the civil servants willfully.In one word, our country's civil servant system was formulated under the care of the CCP Central Committee and the State Council, the general development trend is good, but there are still many shortcomings on it. Thus, we need to take many powerful measures, to better the civil servant administrative system, let it suit the situation of our country's development, let it become a civil servant administrative system with Chinese characteristics.
