Within the important framework of modern democracy,people's rights are always the focus of concern in the constitutional ideology and constitutional government. However,the traditional constitutional theory has not put emphasis which it deserves,even confused the constitutional existenceof people's rights------people's ruling and the democracy,thus made people'srights equal to the citizen's rights,and regarded people's rights as a political conception excluded from the constitutional rights,as a result of which has led to the confusion and ambiguity in these fundamental constitutional proposition. The thesis starts with the systematization of constitutional rights,bases the views of people's rights on the citizen's rights that are abstract systematically. It proposes that the system of constitutional rights is the one made up of people's rights,citizen's rights national rights. The sound operation of a modern country depends on the combination and reaction of the three parts. The purpose of the constitutional government lies in the fact that people make a systematic design in the operation of national powers by constitution. The course of the constitutional government is the one during which people's rights are restored from one during which people's rights are the real standard by which the degree of people's ruling is checked. Under the system of constitutional rights,human rights are the extension of citizen's rights in value,and they provide a standard of value judgement for the justice of constitutional rights. The realization of people's rights and the operation of constitutional rights can only depend on legal system,the focus of which is the constitutional government.
