It is a continual and dynamic process to stimulate and restrain managers in the enterprises. The traditional mechanisms in stimulation and restraint, which are main characters by the static and stage evaluation have become torpor and awkwardness. The efficient way to establish the incentive and restraint mechanisms in the state-owned enterprises has to start from the most fundamental element-the system of property right in enterprises. It's extended process to stimulation and restraint of managers in enterprises from periphery to interior, and more burning thing is educating the idea of work and running corporation to enterprise's managers, while complete the system of property right in enterprises. Ideas of managers decide their thought behavior mode ,and decide their ability of learning^ ideality, and have the courage to active enterprising > ability of creation, consequently decide impersonative roleN position and developed future.Leader must realize gradually that :the rewards is one of the series managering action, which enable to erect or weaken offered energy ^ group energy and working performance. Salary action is accordant with other management action. Reward function must to strengthen but not to kill the effect of other management action. If we emphasize the rewards as major encouragement, it must encourage managers coming from the wrong reason, staying for the fault cause, and will leave for the false reason some day. So we can say that managers work for money, but also work for vital value. They seek amused working environment, and find fun thirstily through working. If we defy the fact, by some way, enterprises is bribing its employee, It will pay out price for lacking loyalty and offered spirit of employee.
