The more complete establishment of socialist market economy system, the more paramount the close combination of the Rule of Law with the Rule of Virtue proposed by President Jiang zeming . As primary modes of administration, the Rule of Law and the Rule of Virtue has different features and functions. An in-depth research into the complementation of these two measures will be of great value to improve the effectiveness of leadership and the development of Chinese socialist market economy system. This dissertation explores the complementation of the two modes in the following three parts.The first part traces the evolution of the notion that the Rule of Law and the Rule of Virtue are mutual complementary in China and foreign countries, thus revealing its historical development and impact on society.The second part accounts for the complementation of both modes by analyzing the functions of law and moral. Owing to their respective characteristics, law and moral are supplement not only in value but also in scope of adjustment, level of regulation, degree of force, means of restriction. It leads to the conclusion that the combination of the two modes is an inherent requirement of effective leadership.The third part expounds the necessity of combining the two modes and puts forward approaches to achieve this. Based on the analysis of the law- orientation and moral-orientation of market economy, the paper proposes the approaches should be a) legalization of ethic and moralization of law; b) enforce moral education and cultivate legal awareness.
