China Instrimpex International Tendering Company (CNIITC) is a foreign trade licensed company authorized by the Ministry of Foreign Trade and Economic Cooperation to operate as an international tendering agency. Since 1988, the primary business of CNIITC has been contracting procurement agency projects in international tendering for international financial organization, such as the World Bank, Asian Development Bank, and foreign government loans. In recent years, with the deregularization of the foreign trade sector phasing in, the number of the companies that are authorized to engage in the field of international tendering agency has been on the rise, making the competition in this field even more ferocious. Especially after China's accession to the WTO, CNIITC, like all other Chinese state-owned enterprises, shall face more stringent challenges. How to adapt to the new business environment with all its unseen obstacles is a crucial issue to every foreign trade enterprise. Without the protection of the government's favorable policies, it is all the more important for state-owned foreign trade licensed companies to reposition themselves in the new marketplace and strive to be more innovative and competitive. Only by offering quality and efficient services to customers can they succeed in gaining more market share.In this article, the author first outlines the concept of total quality management and the emergence, present situations and characteristics of ISO9000 series standards. Then, the author focuses on the adoption of the ISO9002 quality management system in CNIITC and how the system has been working for the company. After that, the author conducts an analysis of the results of the adoption of ISO9002 and the deepened implementation of total quality management in CNIITC followed by some constructive suggestions to other state-owned enterprises in similar situations.
