Since the rural poverty composes mainly Chinese poverty, we pay the most attention to the rural poverty. Facing the changing of our society, we think researching on the traditional economy system, esp. studying on the institution and institutional environment, does good favor for the changing work. And because of the dual institution under the traditional economy system, the farmer's rights were deprived of, and the capability was compressed, farmer's exchange entitlement was deteriorated, or deprived of. As a result, vast absolute poverty and relative poverty occurred in the rural area, in other words, the whole rural area was full of poverty.Just because of these above factors, we take aim at the rural poverty, and study the traditional system to find out the real reason of the rural poverty.The method of this paper follows this way: we consider that the foundation stone of poverty is the deterioration or deprivation of people's exchange entitlement. So, when we analyze the rural poverty in the traditional economy system in China, we will spontaneously pay attention to the real reasons, giving rise to the deteriorated of farmer's rights. Furthermore, the dualistic institutional factor that made farmer's rights deprived of or deteriorated is the keystone. By this way, we find the key to analyze the poverty, that is, all of the institution, which deteriorated, even deprived of, the farmer's rights to earn more money, to get more economic chance, etc. As a result, they have no choice but to be plunged into poverty.Finally, we find out the keys to settle this social problem, meanwhile, we figure out some suggestions to today's reform, the main idea is to re-construction of those dualistic institution.
