Empirical Research, The Innovation Fund To Promote The Role Of Technological Innovation For Smes

Based on the samples representative of the 102 enterprises in Zhejiang Province,this paper summarizes the theories used in the technical innovation of the small and medium sized enterprises,and makes a study of the government policy. It focuses on the function of the national Innofund for promoting the technical innovation of the small and medium sized enterprises,and how the fund influences its achievements. The modern enterprise technical innovation theory and the modern management theory are applied. Besides,the government supports the practice. We have made a quantitative analysis and also a qualitative analysis. And progress has been made. Thus we have the following achievements:1. The main factors influencing the innovation have been revealed,and they are logically connected with the government policy.2. The support of the Innofund,the accomplishment of the enterprises and the conditions for innovations are interrelated.3. The development of the enterprises,the management of the organization,the government supervision,means and ways are all explored. It advocates the government decision and its scientific supervision.
