The Beijing Networking Company mainly deals with web site operation, content provision and other information services. However, problems in the company's business operation and administration mechanism is looming large. In its business operations, the company faces the following problems: the web site's relatively low hitting-rate leads to a low profit generated from advertisements; the value-added information service it provides only brings little and unstable profits; the web site lacks professionals to promote its business, which results in a standstill in sales volume; and its major businesses projects are in urgent need of more in-depth development to generate a handsome income. In terms of administration, the problems lie in the following aspects: there exists dual leadership; human resource management is poor; managers at medium level are not authorized with enough power while many projects are progressing with no strategic planning; the company lacks a formal flow chart to guarantee scientific management and control; there is insufficient use of its capital, which results in a low investment earnings ratio while the role of its financial management is not put into full play. Targeting on above-mentioned problems, the thesis puts forward a series of measures for improvement. Based on the TOWS matrix, the thesis offers suggestions for the company's strategic development.
