| The backward economic development of western China has become the focus of attention in China and even in the world. After reform and opening-up, the gap of economic development between western areas and eastern-middle areas is becoming wider. Looking into the issue, we may find serious disproportion in industrial structure one of the primary causes. At the 5th session of the 9th National People's Representative Conference in March, 2002, Premier Zhu Rong-ji emphasized, in his Annul Government Report, that "Western Areas Exploitation Strategy should yet be continued; harmonious development of different regions should yet be promoted." Therefore, the purpose of this thesis is to research on the relationship between the adjustment of industrial structure and economic development. Based on the formation of a theoretical structure, this thesis takes the advantage of the research achievement of the industrial structure theory in western countries, begins from the facts of Chinese industrial structure development, applying the research ways of the coordination of criterion analysis, demonstration analysis, qualitative analysis and quantitative analysis, and makes a rather deep analysis and discussion on the topic of the Adjustment of Industrial Structure in Western China.ⅠA systematic research on industrial structure demands theoretical directions. Chapter One investigates relevant theoretical achievements of industrial structure.First, the thesis adopts the definition of industrial structure made by Zhou Zheng-hua, " the way of combination and coordination between every production element and every industrial section." Because " every industrial element" in the definition includes capital, labor and technology.Broadly speaking, we can find that industrial structure reflects the relation among production, technology, economy, etc. of industries in quality, and reflects the relative proportions of industries in quantity. Furthermore, being a structure, industrial structure reflects a substance system, which includes four implications: the quantitative ration among the industries in the national economy and of inside them, the industrial organization, industrial technical level, and the industrial regional distribution"Second, by way of attempting and analyzing various industrial structure theories, appearing in the development and evolvement of Marxism and western industrial structure theories, the thesis expounds how economists have grasped and understood the law of industrial structure evolvement so far, and analyzes the significant impact of the law of industrial structure evolvement on the economic development during various periods. Besides, Chapter One expounds influential elements, analyzing indexes and classifications of industry.ⅡAfter a research on relevant industrial structure theories, Chapter Two deals with historical demonstration analysis, linking the reality of system transformation around Reformation in China, it probes into the impact of all kinds of elements on the evolvement of our country's industrial structure. There are three parts in this chapter. The 1st part deals with the relationship between the system structure of ownership and industrial structure. The 2nd part expounds the evolvement of Chinese industrial structure during different periods around reformation: heavy-industry-oriented elementary industrialization phase (1949-1978),demand-oriented further industrialization phase (1979-1985), industrial structure reorganization and advances industrialization phase (after 1986).
