The career of local taxation is the career of people coming from local taxation, therefore, it is an urgent strategic task to strengthen the construction of the cadre team for Dalian Local Taxation Bureau in order to change the working style of cadres, erect the service awareness, improve the whole management level, employment quality, found a new image among the Dalian government institutions, even in the all country's taxation field. Certainly, it is a gradual course which can not be finished in a short time. Above all, we must make better position analyses for a solid human resource management foundation in recruitment, evaluation, promotion and training. However, at present, there exists serious problem in scientific position analyses, founding a whole set of position analyses is in great need.This article is on the basis of illustrating briefly position analyses theories and introducing initially the appliance of position analyses in foreign civil servant management, combines the characteristics and human resource status of Dalian Local Taxation Bureau, analyzes the existing issues of personnel management, lays emphasis on research the necessity and feasibility of founding position analyses system, eventually, offers a set of imitation operation solution of position analyses for Dalian Local Taxation Bureau.This article is divided into four chapters. The first chapter is the summary of position analyses theories, mainly on basic concepts, results and the appliance of position analyses in foreign civil servant. The second part is the status analysis of human resource management of Dalian Local Taxation Bureau, looking back the history of personnel management,analyzing the methods of position analyses pointing out the existing problems. The third chapter is the device of position analysis procedure, from establishing special leader team, deciding the principles, choose the ways of collecting information, adapting position instructions, identifying and promotion to periodic evaluation, adjustment.
