The interior and exterior operating environment of the Remained Companies are analyzed according to the situation of Shengli Oilfield, and the tactic combination that should be implemented by the Remained Companies is researched adopting the SWOT tactic analytical method. The main works are done as follow: Analysis of the interior environment. Here, the problems existing in the Remained Companies are found out and the reasons that cause these problems are analyzed by reviewing the history and investigating the actuality of the Remained Companies. Analysis of the exterior environment. It is analyzed that what influences will come to the Remained Companies from the WTO and the Intellectual Economy and how the national polices will run. And it is also researched about the tactics of SINOPEC and Shengli Oilfield about the development of the Remained Companies as well as the region economic situation of Dongying City. The tactic combination that should be implemented by the Remained Companies is suggested after its strengths and weaknesses, the opportunities and threats it faces are found out by the SWOT analytical method. Developing strategy. It is elaborated about the strategic objective, the strategic emphasis and the tactic measurements that should be achieved, developed and implemented by the Remained Companies.The research indicates that the strategic objective should be achieved by the Remained Companies is Consolidate the interior market in Shengli Oilfield and expand the exterior market in the same time to try for international cooperation and competition. In order to achieve this objective and the continuablel development, some tactics and measurements should be implemented by the Remained Companies such as adjusting the organize and industry structure, performing the reform and distributary, carrying through the specialization regroup, and meanwhile take consideration of researching and implementing of the financing, marketing and human resources tactics.
