Zibo High-tech Zone Financial Management

Public finance is series of economic activities that take the State as main body and amass parts of the resources through revenue and expenditure of the government. And it serves the need of society and performs the duty of government. Since the opening-up policy was set 20 years ago, greatly supported the public appearance of important measures of reform and the performances of significant general and specific policies, and greatly raised the standard of living of Chinese people. Zhu Rongji, the prime minister of China , has ever emphasized that the focuses of current economic work were to accurately understand and well solve the public finance problems , which fully brought to light the relation between the public finance and the economy, stated the law of the functioning of them under the socialist market economy, further mailed down the importance of public finance ,and clarified the tasks that are being faced with during the oncoming period .Zi Bo High and New Technology Development Zone was founded in November 1992 with the ratification of the central government and it is one of the 53 Development Zones on national level High and New Technology Development Zone has invested more funds to infrastructure, such as transportation, energy, and liaison, and environmental protection projects .It unceasingly improves the investment environment, invites more and more outside investment, and vigorously develops new and high technology and new industries. It plays a very important role on the reform of traditional industries, helps to speed up the development of local economy and social affairs, and has become the heart of the development and the pacesetter of economy growth of the entire city.This paper chose the public finance management of Zi Bo New and High Technology Development Zone as an object of study. Combining theory with practice, it was focused on the evolvement of the public finance system of the Zone as well as the qualitative and the quantitative analysis of the revenue and expenditure situation. Problems of public finance management on the public finance system, the revenue management, the mix of source of revenue, and the expenditure management, were perceived, and further more corresponding methods and countermeasures were put forward , which will do good to the further reform and the strengthening of public finance management of the Zone ,and which will help to advance the development of the national economy and social affairs with firm and quick steps .Other Development Zones can also use experience for reference to their own public finance management.
