The article makes an analytical study on how to establish and improve the Safety, Environment and Health Management System (HSE-MS) of petrochemical corporations. It sets forth the meaning of HSE-MS, reviews the development of HSE-MS and concludes that establishing & improving HSE-MS have some effects on the management of petrochemical corporations.The article introduces the applications of HSE-MS in other countries and the development trend of HSE-MS in the world. It believes that the HSE-MS will be a more and more important way to improve management of petrochemical corporations. And, the HSE-MS have been applied in many corporations of some developed countries. The article puts forward how to establish HSE-MS in the Second Chemical Fertilizer Factory of QILU Branch of SINOPEC SHARES (SCFF) , points out the SFF-QILU should pay more attention to the workers and solve the safe product questions in the factory.The article introduces and analyses the gross demands of establishing and improving the HSE-MS. This article considers that it should passes seven processes to establish HSE-MS, and raise the viewpoint that the SCFF must do well in the leader's recognition, investigation of the orginal status, programming and designing organizations of HSE-MS, risk assessment and examination, unceasing improvement. In the end, this article gives six pieces of advice on how to establish and improve HSE-MS.
