Safety is the basic need of Human survive and develop. Safety research is subject eternal explored. With the past few years, Aviation accidents happened occasionally. Only in our country, there are two accidents in one month ,2002. It is improved that with the development of scientific technology , man-made factor has became the key contradiction composed with technology, So man-made factor is the crux that improve aviation safety level, but our management level is far lower than advanced country.The purpose of this article is how to improve quality of safety operation, reduce the rate of Aviation accidents, improve the level of system control ability and operation management of local company to realize two improvments of society and airlines by effective and scientific management.The research methods are the research methods include step analysis, basic incident and integration of theory with practice. From the beginning of safety problem and combine present situation and use the experience of other countries for reference, find the key factors of affecting safety, then evaluating the situation of the airlines by the evaluate system. Eventually use a series of management measures to eliminate a hidden danger , with these methods to make the all kinds of factors in the "Human-Aircraft-Environment" system organic combine, thus improve the quality of Aviation Operation, by the analysis of aviation safety condition in the world, and the statistic result of a lots of accident.It has wider significance and application value that these measures and methods on improving levels of Aviation operation management and prevent accident from happening.
