From The Rule Of Law "to The Rule Of Law: Communist Party Of China, The Great Innovation Of Statecraft

The rule of law" as a kind of means of ruling the country, whether in the worldwide or in the China, are all have long-term origins. The period of the revolutionary of Proletariat, the founder of Marxist made the original prediction on the establishment of the Socialist law. Under the lead of Lenin, it changed from the theory to the great practice. Since the foundation of the new China, the three Central Leadership of our party has been contrived to connect the opinion of the Marxist law with the practice of our country, and continued to push the development of the establishment of the Socialist law. At the Fifth National Congress of the Chinese Communist Party, the Rule of law was regarded as the basic strategy of ruling our country under the lead of our party, This was one great innovation of the way of ruling the country and wise choice. However, the practice of the strategy of Rule of Law is not easy, there is still a long way to go before achieving the great goal of constructing the country of Socialist law , we need liberate our opinion, keep up with the times, build up the good political N economic and cultural atmosphere.Part 1 of this thesis reviews the opinion origin of the Rule of Law, At first, the article elucidate the ancient and recent opinion of the Rule of Law of China, and analyze the shortage of them. Then make a more detailed illustration about Marx' SN Engels' and Lenin' s Socialist law system opinion. The opinions lay the theory and practice foundation for the Strategy of the Rule of Law, and are of great meaning for the development of the Strategy.Part 2 dates back to the process of investigation to the Rule of Law of the three generations of Central Leadership of the Chinese Communist. The investigation of the first generation of our Party, created the opinion of ruling the country according to the law. The Second Central leaderships opinion of democracy systematization and the law systematization, laid the landmark for the Rule of Law. In the new history period, under the leadership of Comrade Jiangzemin, the Rule of Law was regarded as the basic strategy of ruling the country, and so, achieved the great innovation of way of ruling the country power, also was the signal of the maturity of our party during the process of administering the power.Part 3 illustrates innovation of the operating pattern > the practicable analysis^ the historic meaning, to demonstrate the fact: as the great innovation of ruling country, the Rule of Law, has the foundation of the market economy political system and thinking opinion on which the strategy is built up, and the strategy has the profound theoretical and real meaning.Part 4 investigates the troubles during the process of practice of the rule of the law in the new period, and provides the practicable suggestion, then predicts the strong life and broad prosperity.
