When treating of Weber, the academic circle focus on his achievement in religious sociology, thereby neglecting his matching accomplishment of institutional civilization. In his works, Weber mainly studied the evolution of human social systems and endeavored to illustrate why Capitalism emerged in the West rather than the East. He expounded with relative integrity the different developing processes of the East and the West in modern times in terms of economic system and authoritative system. The author makes his thesis in terms of the relation between the institutional civilization and rationality, and analyzes the connection between the western capitalism in modern times and rationality.Marxist philosophy can only brighten its own vitality by communicating and interchanging with thoughts of other schools. In this essay the author attempts to assess the thought of Weber's institutional civilization at the height of Marxist philosophy, and to provide a direction to develop Marxist philosophy and a theoretical guide for institutional innovations in contemporary China. Enlightened by Weber's thought, the author dissertates in this thesis the drive, the objective and the mechanism of the state institutional renewal as well as the approach to it.
