The definition of public enterprise in tradition, overemphasis on the character of "public" and overlook the quality of the "enterprise", lead to lots of problems, such as the designation of property, control, responsibility and inefficient of public enterprise.Author argues the definition should include "public" and "enterprise". And "enterprise" plays important role in the realization of efficient of public enterprise. Then through the analysis of the political, economical reasons of establishing of government setting up the public enterprise conclude the main reason is political. So public enterprise has two characters: one is administered property; the other is enterprise management becomes administration. Such make public enterprise have difficulty in adapting to the changeable of environments.In order to improve the efficient of public enterprise, raising the tide of non-governmentalization in the late of 1970s. The model of non-governmentalization emphasis on the role of privative department in the supply of public goods, reduce the intervention of government. By applying the management methods of privative department to improve the efficient of public enterprise.Non-governmentalization is not only instruments, but also one kind of ideology. Introducing "competition-driven", "customer-driven", "performance-driven" of privative department into public department result in the restructure of property intuition and change of the relation between government and public enterprise.As one new kind of idea, non-governmentaliztion still have some controversies over differing opinion. Such as what is "public"; is privatization really useful? These issues should be studied so as to provide useful lessons for the reform of public enterprise in our country.
