Intent crime belongs to the content of the basic theory conception for criminal law. But, whether at abroad or in motherland, there are few criminal scholars researching on this topic specially. There is a long way for us to research it. At first, the author has elaborated the basic theory of intent crime on base of theoretical change intent crime in the history. The author believes that intent crime means the status of crime with particular intention as its element. Intent crime has three characters and through them the writer digs out its nature. From the standpoint of theory, the value and connotation of intent crime are expounded, that is, its theoretical and practical value. Secondly, the author has conducted detailed research about the crime status of intent crime, including its classification, its relationship with other crimes, its completion and non-completion status, co-crime status, etc. In the end, the writer has presented his own views about how to establish the pattern of legislation for intent crime; set forth its shortcomings of intent crime regulated in 1997 criminal law and given some advices for it.
