Transition Of China's Public Management System Innovation Research

This article discussed the close relation between public management and institution, and then analyzed "public management institution" and "public management through institution". The article brought forward that the essence of" public management through institution" just is the rule of law. When the public management institution in being is in failure, it is necessary for the main body of institution innovation to innovate the exiting public management institution. The main qualifications of the public management institution innovation are the thought of politics, the condition in being, and the traditional culture. The development of economy based on knowledge, the development of the economy of globalization, and the economy condition and the politic condition in China make up of the direct and real-life base for Chinese public management institution innovation during the changing time.The main bodies of public management institution innovation are central government, local government, and microcosmic main body (including individual and group). The government is the most important main body in the innovation of public management institution. Government has deciding function in the government-leading institution innovation. But the government may also bring some ill results. The article then points out the key to successful institution innovation are to act as the proper role, to found up multiple subjects innovation, to restrict the government power reasonably, and to choice right plan and way of institution. The government-leading institution innovation may ignore the microcosmic main body's function of institution innovation. And the microcosmic main body-leading institution innovation may ignore the government's active function. The key to this problem is trying to form the good relation between them. After discussing the process of public management institution innovation, according to the characteristics of the changing economy and society in China, the article brought forward the main contents and approaches of public management institution innovation in China: consummate the law; cultivate advanced culture and ideology; provide effective institution of property right; innovate concerned institution to make better government's function; and innovate concerned institution according to the rule of WTO.The article analyzed the types, main bodies, conditions, processes, contents and approaches of Chinese public management institution innovation during the changing time by the means of institution-analyzing and zoology-analyzing of administration. The article also brought forward some new ways for the problems existing in the institution innovation. So there are some innovations in this article.
