Today, the Electronic Commerce' s wave is positive to roll up the world, the development of Electronic Commerce technique brings important innovation to the business enterprise' s management method and competing way, and transform the traditional Supply Chain into the Expanding Supply Chain. So, the business enterprise' s competing model of the Expanding Supply Chain in the Electronic Commerce environment is the important part this paper to study.This paper tries to research an Expanding Supply Chain modelthat based on the Competition Mode of Value Network, which would be used in the Electronic Commerce environment, using the method of theoretic analysis and case study. This paper also analyzes them systemically and designs a programming for the model' s construction.First, this paper overviews the theories of Supply Chain and the Electronic Commerce, then analyses the change that the Electronic Commerce bring to the Supply Chain, this paper take the SCM under the EC as an Expanding Supply Chain. Contrast with traditional SC, this paper makes a whole of generalize and analysis of the Expanding Supply Chain in the Electronic Commerce environment.Second, combining with the Value Chain theories, this paper points out that the horizontal Value Chain cross with lengthways Supply Chain constitutes a Value Network, and analyzes some theories of the relative new research filed. Then, this paper figures out that business enterprise on the Expanding Supply Chain should make the customer as center, linking with the outside's outstanding business enterprise of profession, and competing with the Value Network. This paper also brings up some concrete measures to set up the competition mode.Further more, according to the actual cigarette' s sale, this paper analyses the special and present condition of Chinese Tobacco industry. And joins with some advanced experiences in foriegin Tobacco industry andthe outlook of Chinses Tobacco industry, it presents that gradually establishing the Chinese cigarettes new sale model based on the Competition Mode of Value Network, reforming the current tobacco company as the distribution center of Third Party Logistics (TPL). Later, this paper sets up this mode with concrete analysis, and brings up some viewer' s viewpoint of them.
