Concentration is an economic law phenomenon which ocurrs with the development of the commodity economy . It is helpful for an enterprise to extend its business, promote its management efficiency and enhance international competition ability. However, it is, adversely, a way for the enterprise to change the constructure of the market and obtain the ascendancy in the market which is harmful to the market competition. Thereby, the concentration control becomes more and more important in many countries.The developed countries and regions including U.S., Japan and EU have set up advanced and integrated system of concentration control. The criteria of the illegality judgement is the core of the entire system, its application directly reflects how far a country's antitaist policy enforcement goes. In this courses, the demand of the economy, industry policy or competition policy are playing the crucial role.Through comparison of the criterion of the illegality judgement among U.S., Janpan and EU, the thesis summarizes the general parlance, analyses the basic factors and principles that play roles in the application of he criteria of the illegality judgement. The thesis analyses the deep-rooted reasons that affect the application of the judgement criteria, clarifies the proposition that the economy, industry policy or competition policy weighs very much in the process of the application of the illegality judgment criteria in concentration control. Basing on the proposition, the thesis brings forward some suggestions to China's concentration control.
