Drug-related Criminal Investigation

The thesis is composed of three parts and is about 37000 words.In part one , the author explains the conception of drug and drug crime and explains the requirments of Chinese Criminal Law and International Convention on Prohibiting Drags , shows the statas of drug crime at home and abroad predicts the drug crime will become more seriously at home and predicts the future trends of drug crime.The paper expounds the intemationl drug crime has brought serious calamity to the human being, analysys the present situation of the drag crime at home by using the objective fact and the scientific data. The drug crime at home is not come to stable pattern by means of objective anylysis.Not only the regional distribution, but also the subjects of crime ,the pattern of crime are still on initial stage. It is predictable that it will be not only the periods of the rising of drug crime,but the period of the prohibiting of drug crime within several years.This paper sums up the characteristics of drug crime.first the the intemalization of drug crime . Secondly the organization of drug crime. Thirdly the ability of drug crimimals become more and more powerful. Forthly.the technolyglization of the drug crime.On the basis of anylysing the characeristics of drug crime. the auther emphasize the subjects that we must pay attemtion to to realize the serious situation and hold the beliefs that we can control the drug crime at last .to make breakthroughs in dealing with drug crime,combining the successful experience at home and emperience from abroad .The second part is mainly on the ways to deal with drug crime. First of all to improve the quality of Law enforcement officials by various ways of training. Secondly ,to improve the detection rate by developing and spreading the advanced technique in order to cut off the gateway of traffic in drug that from China to other countries by setting up defence pass in the important region.to setup secret force in order to investigate the drug case. to build the information system in order to strenthen the work of information collecting ,to improve the cooperation between Law enforcements in order to establish the stategy of prohibiting drug ,and to strike the drug crime thoroughly by cooperation among United nations committee on Drug Crime, International Criminal Police Organization and the law enforcement of other countries.Part three is about the special investigation tactics and measures for the drug organization, especially for the international drug organization.First ,to develop the function of intelligence and to open up the clue sources.Second, to set up the system of informer by using the experience of drug prohibiting abroad. Third ,to set up the secrect force in order to carry out interior line investigation.Forth, to take surreillance measures. The author comppares the principles ,the method ,the strategy and the function of surreillance, classifies the measures of surveillance and explains the surveillance of foot. Fifth,to put the investigation tactics under control in practice that is suggested in the Convention on Prihibitting Drugs.
