Structure Of Property Rights In The Process Of Restructuring State-owned Enterprises To Adjust

With the aim of setting up modern enterprise system, the reform of corporate system have made positive promotion since "the Ninth Five-year Plan". The total strength and leading role of state-owned enterprise have been strengthened further. But we should notice that task of reform still be arduous, especially the key problem to set up property rights system which accords with market competition has not been solved at all. Because large and medium-sized state-owned reformed enterprises have not changed property rights substantially, neither did they alter state-owned mechanism in essence. It not only influenced operating efficiency of state-owned enterprise but also influenced its property rights, such as, selling, merging, increasing capital have been restricted among enterprises, the development of enterprise have been impeded either. So, we must deepen property rights system reform further, that is essential to enlarge production scale of state-owned enterprise and improve running efficiency. This paper uses relevant theories about property rights system of modern enterprise, it discusses the deep and systematic reasons which restricts the reform of property rights system about state-owned enterprise and puts forward some methods and measures about how to promote property rights structure during the restructure of state-owned enterprise.
