The West of china holds plenty resources, but the economy of it is lagged down apparently-the gross domestic products is the 18.6% of total, but the territory and populace take 71.4%, 27.4% respectively. Since the 1980's, the economic increase in the West has been lower than the other regions, and the gap between the East and the West is wider and wider.Besides the influence of location and policies, the key reason of such difference is that the west industrial structure doesn't adapt to its economy particularly. In order to develop the West well, we must adjust and improve the industrial structure to meet the economic development and enhance the West performance, and therefore it is necessary to pay more attention to the research on industrial structure in the West.This paper hopes to exploit a new way to the industrial structure adjustment in the West. Firstly, this paper introduces the characteristic of nature, resources, and economy in the West, plots the history of West industry evolution as four phases, and places the emphases on the current taken on since 90's. On the base of above all, this paper analyzes the status quo of the West industrial structure. Then, expatiate the background, opportunities and challenges that the West is facing to.According to the actualities and conditions in the West, this paper advances a new industrial adjustment model - leap development in part with the improvement of industry competitive faculty, and discuss the meaning, condition, principles, means, and emphases in detail. Then, this paper gives some measures to ensure the new model works well, including industrial structure, industrial origination, technology, layout, and so on. At last, by using the new model, this paper studies the industrial structure adjustment of Nanchong City.
