Legal Aid is a new legal system and has a short history of development. The Regulations on legal Aid has just entered into effect from this September. There is still a great gap between the understanding of the society and the research work and practice of legal aid. Therefore, this dissertation will elaborate the following major theoretic and practical issues of legal aid system in connection with the new promulgated Regulations on Legal Aid, for doing great to bestead correct understanding and enforcement of the Regulation on Legal Aid and also help to improve the legal aid system of China.Firstly, this dissertation construes the concept character and the of the government of legal aid. The author summarizes that a legal relationship of providing and enjoying legal aid rights lies between a nation and its citizens. The nation should be responsible for providing.
