The dissertation is divided into five chapters. Chapter 1introduces ,by and large, the background in which constitutionalityemerged, the processs through which constitutionality developed,and the principles in which it formed . Chapter 2 tells thechanges of the constitutionality's contents hi the processs of oursociety's development and the constitutionality's necessity forus is also explained. Chapter 3 , based on analyzing historyicalcultures, traditional social structures , and current situations,points out bravely that power is an important faetor whichrestricts the constitutionality, Politicians especially national leadersand members of the standing committee of the People'sRepresentatives Council lack legal Knowledge, and that thegovernment which forms by legal ways is critical to aconstitutional society . Chapter 4, dwells on the token, the valuetrend, and the significance of the constitutionality in china.Chapter 5 , focusing on the problems which exist in thedevelopment of the constitutionality , facing with the effectswhich traditional cultures have on the constitutionality, and itsfunctional values, admits that the constitutionality would beimpossible without government's encouragement. Additionally,struggles of ruling whether by laws or by men, intenserelationship between law and power are talked about. Finally,the dissertation declares that constitutionality is a long-term,formidable and progressive processs, but that it is the ultimoateaim of china.
