Adults are main colony of a society, and they will spend great part of their life in a certain organization. Creating learning organizations will provide more learning opportunities and more learning resources to adults working in organizations, which will further promote the inosculation of learning and working. What's more, some scholars point out that learning organizations are foundation stones of learning society, and therefore creating more learning organizations will facilitate form of learning society.The paper presents reasons for constituting four tactics from the perspective of practice by dint of some investigative results conducted by the State Council Development Research Center and Mingde Learning Organization Institute in Shanghai (MLOI).The first tactic is reform of organizational structure. The author makes comparative research on four different structures, ponders the network structure, sets forth four important principles.The second tactic is design for information infrastructure. The author expounds basic contents and key problems when enterprises establish their information infrastructure, and proposes how information technology supports organizational learning and knowledge-alliance among organizations.The third tactic is creating organizational learning culture. The paper presents two characteristics of learning organizations, and expatiates on three kinds of projects forming learning organizations.The fourth tactic is analysis on organizational learning. The thesis explains in detail what's the genuine learning in learning organizations, anatomizes organizational learning from different angles, and depicts some requirements for adults learning in organizations.
