During the period of shift from planning economy to market economy, China began the variance of industrial regulation. First, in 1980' s there were some reforms of industrial regulation in frustrations such as telecom, electrics, transports industries, aiming at separating government and enterprises, hastening competitions, promoting efficiency. Reforms is the original impetus of the variance of industrial regulation. With the process of China' s opening expediting, especially for China' s entry to WTO, the impetus of variance has changed, from the impelling of reforms to the impulse of opening. In order to welcome the entry to WTO, China has released the industrial regulation again. It shows to the domestic individuals, China has canceled the restrain for the private capital entering the industries, and to foreigners, it allows some capital to come into China. All in all, the leading idea on variance of industrial regulation is releasing the regulation, breaking the bureaucracy monopoly, importing competition, forming the effective rival to improve the industrial economic performance and establish the market economic system.By summarizing the theory in regulation and the dispute about-the effect of relative industrial regulations, the author introduces the international experience in releasing the industrial regulation and suggests using it for reference to China' s variance of industrial regulation. Author emphasizes on explanation the asymmetric regulation resulting from the market entry gamble, and the encumbrance from the interest groups. In conclusion, author sums up the strategy on the reforming the China' s industrial regulation, advancing relevant suggestions to deal with.
