This dissertation summarizes main standpoints of principal academic genres on public goods theory. It theoretically discusses the general situation of supply and demand of public goods when transaction cost is equal to zero. And it gives emphasis to discussion about supply and demand theory of governmental public goods supplied by all levels of government and supported by governmental public financial fund. Governmental officials have particular behavior mode and prejudice that determines the category and quantity of governmental public goods, meanwhile by the limits of the certain financial fund also determines the structure and sequence of public goods. The demander of governmental public goods is inhabitant or inhabitant group. As rational economic persons, they will choose goods as private goods or leave it to the public domain to become public goods in accordance with their respective restricted circumstance.The determinant factors on supply and demand of governmental public goods are diverse. The supply of governmental public goods mainly depends on officials' decision-making environment and behavior mode, while the demand of governmental public goods largely rests on the residents' decision-making (or choice) environment. As a result, the state of supply and demand of governmental public goods is usually in disequilibrium with both wrong matching and shortage. This article emphasizes on analyzing different angles of supply and demand of governmental public goods respectively, such as the influence factors, mechanism, degree. Then it analyzes the relationship of all concerned and joined bodies, sets up a mode chart of academic relationship, constructs operation frame of governmental public goods, and finally discusses the supply and demand status of some certain public goods. In the end of the thesis, it indicates that one of the ideas to solve the disequilibrium is to shift officials' decision-making environment by expanding the range and degree of democratic decision-making, so as to make sure that officials' behavior can satisfy residents' real needs as possible.
