The problem of corruption in Chinese government purchase has been harassing our government for a long time,because such corruption can not only bring the society unimaginable great expense,but also lead to the increase of social trade cost and the decrease of the level of social welfare,and even to ruin the social ethos. The cause of corruption during the processing of government purchase is various. If we get to the bottom of it,we will find that on the one hand it is because our restrictive system has some deficiencies which can be taken advantage by the corrupt elements,on the other hand,it is also because that there are some shortages in cuture of Chinese traditional organization management which make the anti-corruption activities in China be hindered. However,if we study this problem from the angle of organization management of government purchase,we can find that what has caused corruption directly is the improper use of organization power,which includes using power invalidly or uncontrolledly.This thesis ponders over the Chinese government purchase organization system from a brand new angle, by using the fulfillment of power theory from the bureaucracy,the management mode of the modern organization. Firstly, to the issue of the power legalization existing in the cuture of Chinese traditional organization management,the thesis puts forward a establishment of rational and valid power to build the authority of the leaders in government phurchase organization. Secondly, to the issue of the validity of the power,the thesis proposes to improve the validity of the power through the proper control towards the "uncertain factors" in the internal organization. Then following the two clues the thesis sets up a structure to perfect the anti-corruption system of Chinese government purchase organization mannagement.
