Discussing the formation of constitutional monarchy in England, we have to pay attention to the "Glorious Revolution" that makes the parliament the supreme authority in England. But the king not only continued to have original powers but also the king's authority had aboard foundation in politics sphere.No doubt, The Glorious Revolution affects the formation of modern constitutionalism in England tremendously, whose influence had worked in the development of British politics in 18th century. Cabinet should not be looked down and author indeed thinks that England cannot form the modern constitutionalism without the formation and development of cabinet. Generally speaking, British cabinet's actions form politics usage as follow. The first, the double liabilities for the king and the parliament; the second, the cabinet's collective responsibility: from the cabinet of Walpole to the cabinet of Pelam, the cabinet's responsibility developed from individual responsibility to collective responsibility; the third, the principal of trust of the Common Parliament. From the Cabinet of Walpole in pursuit of controlling the Common early to the Cabinet of Pelam, the principal had been established that was the Cabinet must resign without the trust and support of the Common; the last, the status of the Prime Minister was acknowledged in fact. Although it was not acknowledged in official formal documents, the function of the Prime Minister in the Cabinet and state administration was well known. Until 1878, England did not acknowledge the status of the Prime Minister in the formal documents of Berlin Meeting. On the ground of the usage, the Cabinet in the 18th century retained incomplete independence status and formed complex relationship with the king and the Parliament, which formed a balanced situation of multi-powers and was the foundation of reducer and buffer of the strike between the King and the Parliament.The article discusses the Cabinet's role and status in British constitutionalism in the course of the Cabinet's growing up. The article approximately has three parts:Part one mostly analyses the result and influence of the "Glorious Revolution". Part two will discuss the formation of the Cabinetwork usage through the argument of the Cabinet organization foundation, the role change of the Cabinet minister and the Cabinet responsibility. Part three mostly discusses the role and the function of the Cabinet in the course of making the king a mere figurehead, relaxing the tense relationship between the king and the Parliament and forming multi-powers situation.
