| The important thought of "Three Represents" has been put on the constitution of the Communist Party of China (CPC) at the 16th National Congress of the CPC. Jiang-zemin's report summed up the ten basic experiences the Party must follow as it leads the people in building socialism with Chinese characteristics. These experiences and historical experiences gained by the Party since its founding summarized as the important thought of "Three Represents" that our party must follow consistently. The important thought of "Three Represents" not only blaze new trails for the development of the Marxist theory, but also indicate the direction for the work of the Party in the new century.The current economy function of our government was formed gradually at the process of change from the planned economy system to the market economy system, and of the Reform and Openning up and construction of socialist modernization. The reform of the government's administration system has been centering on constructing the microeconomic regulation system and the government economic function reform and so on from the 13th,the 14th, the 15th and the 16th on. Although the reform has gained some achievements, there are some dislocations existing as compared with the development requirements of the socialist market economy and World Trade Organization (WTO). With the accession to the WTO of China, it will bring some new urgent requirements to speed up the reform of government administration system and economic function, to strengthen the ability of coping with and controlling the market.This paper aimed at analyzing the guiding function of "Three Represents" upon the change of the government's economic function of China, exploring how to persist in the guiding ideology of "Three Represents" to achieve the further change of the government's economic function of China, to build a modern government administration system to adapt the development demand of the market economy and WTO. |
