| Facing a not-so-peaceful international environment, China's military industries justifiably shoulder their mission and responsibility, and manufacture hi-tech and high quality military supplies in an effort to safeguard the security of the motherland and countrymen, and maintain the stability and unity of the state. Military supplies belong to war consumables and their single use value is to build up the capacity of wiping out enemies and protecting oneself in time of war and to form the national defense strength in stabilizing international situations and safeguarding national security in time of peace. As a special commodity, military supplies shoulder the inviolable mission of safeguarding national security; therefore the quality of military supplies is of special significance and has special connotation. The 21st century is a century of quality, and in such a market situation where users have stricter and stricter requirements on the quality of products, product quality relates directly to the reputation of an enterprise and it is also the foundation stone for the development of an enterprise. Facing fierce domestic and international competition, military industries must improve their quality management level, by which they can consolidate the strength of the enterprise and expand their space for survival and development. In this connection, where is the sally port for military enterprises to improve their quality management level? This author believes that the implementation of ISO 9000 Standard would be an important sally port to improve the quality of military supplies, as it is conducive to the standardized management of military industries and improvement of the conformity rate of military supplies. The implementation of ISO 9000 Standard can also facilitate further improvement of the management level and improve the economic benefits of military industries. It is the best approach to bring the quality management of military industries in line with international standard. By implementing ISO 9000 Standard, the military industries can have their quality management work routinized, standardized and documented, and use in-process quality to guarantee service quality and product quality, so as to achieve anticipatedquality objectives. Such a mindset is mainly reflected in three aspects: First, quality management of in-process controls. All the work is completed through processes, all factors having an impact on product quality have been included and controlled in the process; Second, a 'prevention first' quality management. The emphasis of quality management is laid on the prevention of quality problems; Third, continuously improved quality management during implementation of the standard. Such a mindset is consistent with the requirement of military supplies on quality. This paper elaborated the necessity and feasibility for military industries to implement ISO 9000 Standard. By giving Institute S (a military industry) as an example, this author conducted a complete survey of Institute S on how it uses the eight management principles of ISO 9000:2000 Standard as a guiding ideology to exercise quality management over military supplies according to the contents of ISO9001 Standard. This paper made an introduction to the quality policy and quality objective of Institute S, the effectively operated quality management system suitable for the specific situation of Institute S, its organizational structure and functions, rational use of resources, control of product realization process, continuously improved quality management mainly based on 'prevention first', strengthening of quality management in combination with total quality control and so on. The author also summarized and introduced the experience accumulated by Institute S in its implementation of ISO 9000 Standard, which this author believes will be of certain practical significance to relevant enterprises of China. |
