Circulation Problems In The Agricultural Land Market Research

The standing drop in the agricultural growth rate provoked a hot debate about land rights, and we have no good idea on the next reform direction, but more people have agree on promoting land transfer. Our paper systematically explores the problems that have happened in land transfer, especially on the factors on the land transfer. We also try to consummate the explanation by the importation of the theory on institutional changes. On this basis, an investigation has been made on the land transfer in Zhejiang province.Our analysis finds the main factors that influence the land transfer include the burden of taxes and fees on the farmers and the progress of the reform of tax and fees, stability of the land contractual operation system, political decision of the village and system of unemployment security and social insurance in the countryside. However, the concrete land transfer of every district differs from each other because of the difference of resources. In all, in the district where the non-agriculture develops well, the evacuation of agricultural labor and the relative change of agricultural comparative benefits promote the development of land transfer to a degree.Our investigation in Zhejiang province has confirmed the conclusion above. We also find, the spontaneous development of land transfer will promote the land transfer market. Under the condition, according to the difference of each district, following the farmers' will should become the guidance of our work.
