One country or one region that strives for survival and development in the furious international market competition in the future must develop high tech domain vigorously, and to have the support of abundant fund is an important premise for developing high-tech. It has been proven by practice that venture investment is the most effective funding pattern to transform the fruits of science and technology into productivity, and that it is a strong push for commercializing and industrializing high-tech. China is at the beginning of venture investment in real meaning, and there is a huge spatial difference in aspects of connected laws and policies, running mechanism, market systems, human resources, and etc., comparing to developed countries such as United States, European countries and Japan.The topic on developing the traditional industrial base of Liaoning was set up in the sixteenth conference, which provides a new chance for our province. As an old industrial base, Liaoning Province has done a lot for our economy at the beginning of our national found. But under the market economic conditions, the industrial structure adjustment is lagging obviously, a lot of contradiction and problems are in the needs of consumption and the market competition. It is further meaningful forLiaoning Province to push the promotion of industrial structure through developing high-tech domain and to foster the new economic increasing point. So we should take full advantage of all kinds of resources both interior and exterior country, both markets and the newest technical results, accelerate the information of Liaoning Province's economy and society, improve the informational level of our businesses and society, put the high-tech such as the electronic information technology into the traditional industries quickly, promote the removal adjustment and industrial transformation of the old industrial base. All these will contribute to the striding development of our economy.
